Respondent argues he was fulfilling his constitutional duty as Legislative Council President and his obligations under the student fee regulations by preventing the purchase of items that he believed were luxury items as defined under Section 2.3.5 of the Student Fee Regulations.

Petitioners have requested that we permanently enjoin Mr. Luxen from freezing their pay. In the alternative, the Petitioners request that we grant a temporary restraining order enjoining the Respondent from freezing their pay until such time as the court can fully consider the merits of granting a permanent injunction.
